Title: Wetlands Reserve Program (WRP)
Agency: USDA Natural Resources Conservation Service
Mission: The Wetlands Reserve Program is a voluntary program to restore and protect wetlands on private property. WRP provides landowners with financial incentives to enhance wetlands in exchange for retiring marginal agricultural land. Landowners may sell a conservation easement or enter into a Cost-Share Restoration Agreement. Conservation Easements may be permanent or non-permanent (30 years). Landowners voluntarily limit future use of the land, yet retain private ownership. Landowners and the NRCS develop a plan for the restoration and maintenance of the wetland. The WRP is authorized by the Food Security Act of 1985, Title XII, P.L. 99-198, as amended, and the 1996 Farm Bill.
Eligibility: Easement participant must have owned the land for at least one year. Owner can be an individual, partnership, association, corporation, estate, trust, business or other legal entities, a State (when applicable), political subdivision of a State, or any agency thereof owning private land. There is no 12-month ownership requirement for Restoration Cost-Share Agreements. Land must be restorable and be suitable for wildlife benefits.
